  On May 20, the "Police UAV and Low-altitude Safety Technology Collaborative Innovation Center" was established at the Yangtze River Delta Research Institute of Northwestern Polytechnical University. The establishment of the center will comprehensively examine the connotation and extension of "police drone system" and "low-altitude safety prevention and control", pinpoint the crux of police practice and social governance, and lead the police with technological innovation as the driving force. The theoretical breakthroughs, technological innovations, and industrial agglomeration of man-machines and low-altitude safety have promoted the overall improvement of my country's police aviation work and low-altitude safety social governance capabilities.

  The police drone is a new three-dimensional police platform that integrates multiple functions of "detection, attack, management, control, rescue, and communication". It is widely used in law enforcement, security and rescue of large-scale events. At the same time, due to the civilianization of drone technology, the "black flight" has caused frequent cases of affecting the normal operation of civil aviation and taking pictures of sensitive areas. The "low, slow, small" and disorderly flight has brought about the existing social governance system. new challenge. The establishment of the "Police UAV and Low-altitude Safety Technology Collaborative Innovation Center" will give full play to the core advantages and resources of each link in the field of police UAV and low-altitude safety. It will be based on the "About Promotion" issued by the Ministry of Science and Technology in September 2019. "Guiding Opinions on the Development of New R&D Institutions" follow the concept of open ecology to establish a new industry think tank and technology innovation platform.

  It is understood that the "Police UAV and Low-altitude Safety Technology Collaborative Innovation Center" is composed of the Urban Police Research Center of the Public Security Development Strategy Research Institute of the Ministry of Public Security, the Taicang Yangtze Delta Research Institute of Northwestern Polytechnical University, and the Suzhou Thermal Power Research Institute of China General Nuclear Power Group. Initiated by the unit, the team currently has nearly 30 senior experts, as well as more than 100 assistant researchers, engineering and technical personnel and other professional talents led by leaders of various disciplines.

  After the establishment of the center, it is committed to the research of standards and regulations, personnel training, technology verification, big data and artificial intelligence in the field of police drones, and the management system, traffic control network, "black flight" detection and control in the field of low-altitude safety control, and reliability. Research on denials, security services, etc., and relying on local governments and social resources, effectively promote the formation of an innovative industry ecosystem for police drone systems.

  In the future, through in-depth research on the existing bottlenecks in my country’s police UAV systems, low-altitude security prevention and control technologies and applications, the establishment of a service-oriented R&D platform as the main line, and the development of think tank support, technology research and development, and industry collaboration as the way to effectively improve The theoretical level, technical level, and industry level will lead the industry's technological innovation and development, and guide industry accumulation and industry continuous upgrading.
